Rule #1: Control the Premise — Never Let the Public Ask the Real Question
The most important rule in propaganda is simple: if you control the question, you control the conversation. The goal isn’t just to tell people what to think. It’s to tell them what to think about. Most propaganda starts not with the message, but with the framing.
Let’s say there’s a new law being passed that limits online speech. The public debate will be framed like this: “Should we ban hate speech to protect democracy?” Notice what’s missing? No one is asking: Who defines hate speech? What about dissent? Who benefits from the censorship?
The real question is buried. And by controlling the premise, the system creates an illusion of choice. You’re not choosing freely — you’re choosing between two options that both support the same agenda.
This is how propaganda sterilizes rebellion. It keeps people arguing inside a narrative box, so no one questions the structure of the box itself.
